My vote goes to fighting the Rebels

and risk having the revolutionary ideals spread causing more violence. its good to have a strong military but "talk softly and carry a big stick" diplomacy is first then war.

While possible such crusades are a great way to give potential soldiers live combat experience. Additionally negotiations with rebels means that even if they submit relatively easily the simple fact that you negotiated will inspire others to revolt in attempt to gain concessions.

if we kill all the rebels then they cant spread the word.
